Ontario Chamber of Commerce

On March 4, 2025, the United States implemented sweeping tariffs on Canadian exports, imposing a 25% duty on all goods and an additional 10% tariff on energy products. Within one day, a reprieve was announced for all auto manufacturers operating in North America under the Canada-U.S.-Mexico agreement (CUSMA). Another day later, the U.S. announced a pause on goods covered under CUSMA—applying to about half of Mexican goods and 63% of Canadian imports—until April 2. Then on March 7, 2025, President Donald Trump announced reciprocal tariffs on Canadian dairy and lumber products being implemented as soon as today or early next week. These measures add significant pressure and confusion on Canadian businesses, especially for small to medium-sized enterprises (SMEs).

The Government of Canada is outlining a framework and process for how it will consider remission requests for the tariffs on products from the United States (U.S.) that apply beginning on March 4, 2025. Under specific circumstances, remission allows for relief from the payment of tariffs, or the refund of tariffs already paid.

Canada Border Services Agency - Duties Relief Program
The Duties Relief Program from the Canada Border Services Agency (CBSA) allows qualified companies to import commercial goods without paying duties, as long as those goods are eventually exported. As part of the program, companies can manufacture or use the commercial goods in a limited manner before export.

EDC Trade Impact Program
The EDC Trade Impact Program will facilitate an additional $5 billion over two years in support for eligible companies across a range of products to help you navigate economic challenges.

Farm Credit Canada - Trade Disruption Customer Support Program
To support the Canadian agriculture and food industry as tariffs are implemented, FCC is providing $1 billion in new lending to help alleviate financial challenges.

Business Development Bank of Canada Loans
BDC brings $500M in new financing, advisory services, and strategic insights to help businesses pivot and mitigate the impacts of uncertainty around US tariffs.

Ontario Together Trade Fund
The Ontario Together Trade Fund (OTTF) supports businesses in Ontario to expand interprovincial trade, develop new markets, and re-shore supply chains affected by U.S. tariffs. Eligible projects must align with Ontario's economic priorities like trade diversity and security, enhancing competitiveness, and creating jobs. Businesses must have three years of operation, employ at least five full-time employees, and demonstrate significant impact from U.S. tariffs. The fund offers up to $5 million in grants or loans, supporting activities like business development and capacity building. Applications open on April 23, 2025, with a continuous intake period.
